Approve the minutes of the August 8, 2023, Regular Town Council Meeting as presented.

Accept the Finance Director's Report and Tax Collector's Report

Accept Notice of Tax Overpayments in the amount of $1,023.26 for the month of August 2023, as presented.

Approve the Requests for Refunds of Overpayment of Ad Valorem Taxes in the amount of $10,385.32 for August 2023, as presented.

Accept the Estimated Fund Balance Report as presented and recommended by the Finance and Administration Committee.

Accept Contingency Emergency Budget Amendment Report as presented and recommended by the Finance and Administration Committee.

Adopt Budget Ordinance Amendment 2023-30 as presented and recommended by the Finance and Administration Committee.

Adopt Resolution 2023-R-49, endorsing the North Carolina Seafood Festival and authorizing action necessary for the event to be held October 6-8, 2023, on the Morehead City waterfront.

Approve the Alcohol and Substance Abuse/Drug Free Workplace Policy as presented and recommended by the Finance and Administration Committee.

Approve the Law Enforcement Officer Retirement Awards Policy as presented and recommended by the Finance and Administration Committee.

Award Disaster Debris Removal Services Agreements to TRF Enterprises (primary) in the amount of $1.7 million and Southern Disaster Recovery (alternate) in the amount of $2.4 million based upon current Request for Proposal (RFP) responses.

The City’s Disaster Debris Removal Services Agreements with TRF Enterprises (primary) and Custom Tree Care, Inc. (alternate) expired on June 25, 2023.  Following each three (3) year contract term, new RFP’s are solicited to ensure best pricing for the City.

Consider Adoption of Ordinance 2023-O-14, Approving City-Initiated Amendment of UDO Section 2-2 “Definitions of Basic Terms,” Section 12-1 “Planned Development Districts,” Section 13-2 “Multifamily Dwelling Requirements,” and Appendix IV “Parking Design Standards” to Revise and Clarify Requirements for Planned Developments and Multifamily Developments, and to Clarify the Parking Design Standards Diagram, and Resolution 2023-R-48 of Plan Consistency for Text Amendment
